Career Summary

During the course of my 37 year career within An Garda Síochána, the United Nations and the Association of Garda Sergeants and Inspectors I took every opportunity to develop skills and knowledge which would assist me in my career inside and outside An Garda Síochána.  I am now applying these skills and my experience to assist organisations, businesses and individuals with security and risk management concerns they have.  

I gained my policing experience in a variety of stations in the Dundalk District in Co. Louth, the Blackrock Dun Laoghaire and Terenure Districts in Dublin, and the Boyle District in Co. Roscommon.  I was a teacher trainer in the Garda College, Templemore and the Student Probationer Training School in Dublin teaching legal and policing studies.  In addition I worked in a number of administrative posts.  This variety of work gave me the opportunity to develop extensive experience in a wide range of policing activities, which I can now apply to my consultancy work.
 
I was assigned to the change management section when An Garda Síochána commenced work on their flagship IT project of the time, PULSE.  Over the course of 12 years I worked as a change manager on a large number of national IT and other projects including the Tetra Digital Radio project and the Garda Information Services Centre and the GRACE project.   During this time I took a 12 month assignment with the United Nations as a Liaison Officer in Pyla, Cyprus where I had responsibility for security assessments and analysis and negotiations with local government officials on security matters.

My MSc in Security and Risk Management qualified me to take on a lead role in the project team appointed to design and implement a risk management framework for An Garda Síochana in 2008.  I subsequently took on the role as risk manager for An Garda Síochána and produced the organisation policy and operating procedures.  I designed and delivered a training programme in the operation of the risk process for key personnel.  I reported on the functioning and operation of the risk process within the Garda organisation to the Risk Governance Board and Audit Committee.    As part of the Risk process I worked with external consultants in proofing a root cause analysis process and set up a learning calendar and lessons learned framework.  

I moved to the Association of Garda Sergeants and Inspectors as the Assistant General Secretary before taking on the role as General Secretary.  During my time here I worked closely with the Executive Committee of the Association in developing and designing the organisation strategy.  I was the spokesperson and key negotiator on all matters relating to the membership of the Association.  I introduced governance training for the Executive for the first time and drew up key documents to support the proper governance of the organisation. 

Outside my work in An Garda Síochána and AGSI I provided security consultancy services to a number of different businesses and individuals including hotels, nursing homes and the equestrian industry.   In addition to assessing the effectiveness of existing security infrastructure I audited their policies, standard operating procedures and compliance levels and developed and delivered security awareness training to staff and management.
